- Blend toasted chiles with 2 cups beef broth until smooth; add more broth if needed for consistency.
- Heat vegetable oil in a large Dutch oven over medium-high heat. Season beef chuck roast with salt and pepper, then sear on all sides until golden brown (about 3-4 minutes per side). Remove from pot.
- In the same pot, sauté chopped onions and minced garlic until softened (about 5 minutes).
- Return the seared beef to the pot along with the chile blend, cumin, oregano, and enough broth to cover halfway.
- Cover tightly and let simmer on low for 2-3 hours until fork-tender.
